What is Town Committee ?


Town Committee, according to Assam Municipality Act, 1956 is meant for the small town. It is composed of population less than 10,000. It would be formed in small town where the formation of municipal board is not possible, but where urban facilities are required. The state government by notification should determine the areas for town committee.




    The number of members in town committee should not be less than 7 and more than 20. What would be the number of members for a particular town committee would be determined by the government. The whole town would be divided into ‘’ wards’ on the basis of number of members. From each ward one representative would be selected by direct voting of adult citizens of that particular ward. 


      They are elected for 5 years. But the government may take over the management of any town committee for its corruption or incapacity to perform duties.



     There will be a Chairman and a Vice-Chairman in every town committee. The members of the committee may pass no-confidence motion against the Chairman and Vice-Chairman. Again, they may resign from their posts. If the posts of Chairman and Vice-Chairman became vacant, the members should elect new incumbents for those posts, among themselves.






Powers and Functions : 



     The powers and functions of Town Committee is almost same like that of Municipal Board. Town Committee is concerned for all round development of the citizens including all aspects. Example health, education, sanitation, communication etc. There is no different between Municipal Board and Town Committee. 





Problems of Urban Local Government




The followings are the problems which are faced by the urban bodies : 


a. Inadequate financial resources :


     The most difficult problem faced by the municipality is non-availability of funds. There is a huge gap between the money required for the materialisations of programmes and the actual financial resources. Though taxes are main source of income but most elastic taxes are levied either the union government or by it state governments. 

       Sometimes, urban bodies hesitate to levy tax as that may dissatisfy the voters. Due to this financial difficulty, the  municipalities can hardly introduce any developmental activities.


b.Corruption : 


    This is another perennial problem of municipalities. It  true that, the funds allotted to them are not sufficient to meet the demands. At the same time, it is also true that, the money which are collected by municipalities are not always used properly. A major share of the funds are misused.
   


c. State control : 


   The State governments try to control municipalities in various ways. The most important control is financial control. As the urban bodies are financially dependent upon state government, they do not enjoy autonomy. 

     It can be said that, excessive state control negatively acts in the functioning of urban bodies.



d. Poor participation of people : 


      The people in cities do not take interest to solve the problem of cities. They are heterogeneous in character and are alienated from each other. They do not feel attached to the city. 


   But the success of any organisation depends upon full participation and co-operation of people. People’s insufficient participation is another problem of urban bodies.



e. Lack of proper planning : 


       In the last couple of years people from rural areas have moved to urban areas in search of employment. For this reason, cities have grown in an unexpected way. But they lack systematic and proper planning. The unplanned growth of cities and huge population are threats towards urban bodies.






        If this problems are solved, urban bodies will go a long way to raise the standard of living of common people. They will be able to meet the demands of people.
