The Constitution (74th Amendment) Act, 1992 provided constitutional status to the urban local bodies. The urban local government in Assam are divided into 3 parts-

Guwahati Municipal Corporation (GMC) : 

The Guwahati Municipal Corporation Act, 1969 dealt with the formation, functions, power etc. GMC was constituted in 1974.

       It is a popular body. The elected member of GMC are called ‘  Councillors ’. They are elected for 5 years. Seats are reserved for women. SC/ST and other backward classes.

      The councillors elect a Mayor or a Deputy Mayor among themselves, for the term of one year. Mayor is the chair-person of the GMC.

       The separation of Legislative wing and executive wing is an important feature of GMC. The Municipal Commissioner is the chief executive officer and is at the apex of Municipal hierarchy.

GMC enjoys legislative executive, judicial and financial powers.

      Regarding functions, GMC is responsible for the planning and implementation of developmental programmes and urban poverty alleviation.

      The sources of revenues are rents of property, taxes, proceeds of sale of properly, fees, fines etc. But in reality, these funds are not sufficient for the duties assigned to GMC. The state government controls GMC by various means.

Municipal Board : 

      The Assam Municipal Act, 1956 created Municipal Boards in Assam. The government would declare an area as municipality having more than 10,000 population. It  consists of not less than 10 members and not more than 30 members. The elected members are called commissioners. They would elect one Chairman and one vice-Chairman     among themselves. Like Corporation, Municipal Boards are also responsible for holistic development of the people within their locality. 

Town Committee :

    It is found in the small towns having less than 10,000 population. It is composed of not less than 7 members and not more than 20 members. There is a Chairman and a Vice-Chairman is every town committee. Town committee is responsible for total development of the citizens including all aspects. For example health, education, sanitation, communication etc.

     Problems of Urban Local Government : 

   Some of the problems faced by urban local bodies are :-

  1. Inadequate financial resources;
  2. Corruption;
  3. State control;
  4. Poor participation of people;
  5. Lack of proper planning.
